The application will read it and load it into the memory. The stored data is calculated from the GPS coordinates of the mobile.

I need my application to be able to access the Android system through the "Settings" panel and to know what it sees. This is because I have an application, which shows in the app menu (top left), to disable the camera and/or the music player. Now it would be great if I could see what my Android system sees...
Is this possible? If so, what do I need?

Note that there is no means to control for multiple, i.e. multiple city-car collisions. One could assume that they are independent (presumably with low probability), but the data do not allow this to be tested.
A particular problem with this approach is the fact that the database of legal verdicts is of questionable quality. It is a compilation by a government agency, which presumably uses sources with their own agendas. It has no independent existence, except that one person put it together. There are no audit trails, no nothing to assure that any changes are to a common version, and no independent track of what entries are updates (which might have been a series of additions rather than replacements).
Depending on the database in question, one could also add a "jurisdiction" term, so that "car" is replaced by "vehicle". This would allow for some method of controlling for the fact that one of the samples is from the state of Louisiana, which may have its own rules or idiosyncrasies.
I think the R function "decomp" from the package "BMA" would allow for this, and would allow one to "decompose" the relative frequency of "errors", i.e. log-odds of "fatal" (which would be a one-in-the-sequence likelihood). The "dormant" factor would make up for the fact that not all fatal accidents were reported, which would be treated as a Bernoulli trial, as though you knew the probability that the car was not reported as having been involved in an accident.
An R-like syntax for Stata would be something like the following.
